Millions of Americans, and an alarming number of Elected Officials, accept at face value anything that the Humane Society of the United States (HSUS) says about dog breeders. The slur phrase "puppy mills" was coined by the HSUS as part of its Billion Dollar Campaign to brainwash America which has been ongoing since at least 1995.

I am a Registered Lobbyist - unlike the HSUS and its Senior Leadership - I have worked as a Lobbyist on behalf of major, multi-billion dollar defense contractors. I became very familiar with how Lobbyists work and the methodologies that they use. Based on that background, I fervently believe that the most effective Lobbying Organization in Washington DC is the Humane Society of the U.S. It is estimated to spend over $50 Million Dollars a year on direct and indirect Lobbying, and that amount does not include grass roots lobbying by millions of HSUS supporters that no other Special Interest Group has at its disposal.

THE POWER OF THE PUPS ACT:

If there is any doubt as to the lobbying effectiveness of the HSUS, ask yourself: "When was the last time any Bill in the House of Representatives had nearly 200 Co-Sponsors?" To the best of my knowledge... NEVER! Then know this: As of February 1, 2012 the Puppy Uniform Protection and Safety Act has a total of 196 Co-Sponsors in the House of Representatives, and 32 Co-Sponsors in the Senate!

So how did the HSUS accomplish this? HSUS has spent Millions of Dollars on developing its messages. For example, they retained marketing firms that specialize in such things as "Message Development," "Emerging Media," "Social Media," and "Fund Raising." HSUS targets all sectors and age groups of our Society. For example, they have targeted schools to breed a new generation of "disciples" to carry forth their Message. That is one of the purposes of the HSUS "Humane Action Guide for Kids," which tells children as young as 5-years-old how to contact their elected representatives and lobby in support of the HSUS Legislative Agenda. And then there is the HSUS "Guide for Churches" which serves as a vehicle to influence messages from the pulpit. Yes, if Hitler were alive today, I'm sure he would be impressed with how effective the HSUS has been in infiltrating the hearts and minds of the American Public and our Elected Officials.

Now that the HSUS is perceived by millions as "credible voice," its arrogance and confidence have grown to the point where it will readily chastise or even denigrate Government Officials who serve in our Hallowed Three Branches of Government. In order to do your part to defeat the Puppy Uniform Protection and Safety Act even though it is so well supported in Congress, you need to know the following:

JUDICAL BRANCH OF GOVERNMENT:

On January 23, 2012 the HSUS posted on its Website an article that was entitled: "The HSUS Expresses Disappointment in Supreme Court Ruling." The HSUS was referring to the recent Supreme Court Decision that overturned a California State Statute that had been sponsored, bought and paid for by the HSUS and heralded as one of the more than 1,000 Statutes that Mr. Pacelle, the President and CEO of the Humane Society Of The United States, claims to have been responsible for their enactment. And how did Mr. Pacelle describe the revered Supreme Court in this Posting? "California tried to protect its citizens and the animals at slaughterhouses from acute and extreme abuses, but its effort was cannibalized by the federal government."

In short, Mr. Pacelle has asserted that the unanimous decision of the Supreme Court "cannibalized" the California Statute that was orchestrated by the Lobbying Efforts of the HSUS.

LEGISLATIVE BRANCH OF GOVERNMENT:

The HSUS and its Senior Leadership engage in hundreds of "direct contacts" with Members of Congress and their respective staffs each year, but they have ignored, with impunity, the requirement to "Register" as a Lobbying Organization or as Lobbyist, which is a requirement established by the Lobbying Disclosure Act of 1995.

In essence, the HSUS and its Senior Leadership act as if they are above the law that is applied to all others. When the HSUS and Mr. Pacelle are not pleased with the actions of the U.S. Congress, our leaders are accused of “Subverting Democracy, Abusing the Process... There’s been some very ugly, unfair, cruel, and anti-democratic work in some state legislatures and in Congress over the past few days." And we can take seriously, this statement "We will hold accountable the public officials."

EXECUTIVE BRANCH OF GOVERNMENT:

And what did Mr. Pacelle and the HSUS have to say when the Justice Department, under the leadership of President Obama, did not ask the U.S Supreme Court to uphold the California Statute that had been listed on the HSUS Website as one of its "Major Accomplishments”? "The HSUS Report Card gives the Obama Administration a C- for its subpar performance on animal welfare issues." And “The Obama Administration can and must do better for millions of animals who need strong policies to protect them from cruelty and abuse." And this "The Obama Administration... stalled, weakened, or exhibited indifference to overdue reforms, and it even took some highly adverse actions against animal protection."

Now the HSUS, which many animal owners are beginning to see as the “dark shadow”, has posted on its Website an article entitled: "THREE REASONS RESPONSIBLE BREEDERS SHOULD OPPOSE PUPPY MILLS." And yes, the three reasons sound innocent and alluring but one should be wary of the spider-like rhetoric such as the cordial "Come into my parlor." For you see, conspicuous by their absence from the posted Article were the following five Ugly Grains of Salt:

1. The HSUS has never identified, by name, a single, so-called "RESPONSIBLE BREEDER."

2. The HSUS magnanimously offers to assist those who have a question as to where to buy a puppy by referring them to its "network of responsible breeders (who) can clarify issues for you." Who are those "responsible breeders”? Who defined them as such? What qualifies them as responsible breeders?

3. If PUPS is enacted, most AKC hobby Breeders will be sucked into the vortex that the HSUS refers to as "puppy mills” – leaving only their “responsible breeders” exempt from regulation and good enough to buy a puppy or kitten from! Now you get it...

4. In an E-Mail addressed to me from Mr. Pacelle that was dated November 16, 2009, he stated that: "Simply condemning substandard kennels does not help animals... Every puppy miller is a responsible breeder... in terms of their self-description."

5. The above E-Mail was in response to my specific request that the HSUS acknowledge the fact that 12 State Breeder Associations in the 10 States where the kennels of over 80% of all USDA Federally Licensed and Inspected Breeders were located had publicly condemned substandard kennels.

In a Letter dated January 18, 2008, Mr. Pacelle stated: "This nation has a strong tradition of civil disobedience where people in a transparent, peaceful, non-violent way take action to draw attention to unjust laws." The unjust law that Mr. Pacelle was referring to was the Animal Enterprise Terrorism Act - a Domestic Federal Terrorism Statute.

Three years have gone by and much has been accomplished by the Humane Society Of The United States. It appears that HSUS has created its own network of Responsible Breeders and those of you who reside outside that blessed circle will be dealt with by the Puppy Uniform Protection and Safety Act known as PUPS.

In a January call to action I warned “PUPS will be enacted into Law UNLESS something dramatic occurs to cause Members of Congress to stop in their tracks. Short of a major NEWS SCANDAL involving the HSUS, I believe that the only realistic chance of derailing PUPS … is to shock Members of Congress into realizing that the HSUS IS VIOLATING THE LOBBYING DISCLOSURE ACT OF 1995! That could result in many Members of Congress realizing that their support of the HSUS may become an embarrassing oooops, and look for a face-saving way to STALL A VOTE ON PUPS. Yes, it's a bit of a long shot, but if there is no other realistic option at this time.
